The Warren Place Development project transformed an undeveloped ±2.27-acre parcel into a fully entitled six-home residential subdivision in Fremont, California through a nearly five-year planning and entitlement process. The project now stands in a near shovel-ready position, with the primary remaining work involving completion of design-level utility and construction documentation required for building permit issuance. The project began with evaluation of the site’s development potential, including zoning, subdivision feasibility, access, topography, grading constraints, drainage, and utility availability. From there, a coordinated development strategy was established to maximize the functionality and long-term value of the property while satisfying City of Fremont development standards. Preliminary subdivision and architectural concepts were developed through coordination with civil engineering, architecture, surveying, geotechnical engineering, traffic, and planning consultants. Significant effort was dedicated to grading design, retaining conditions, stormwater and drainage planning, frontage improvements, utility coordination, and overall site compliance. As part of the formal entitlement process, the project underwent multiple rounds of PRP comments, revisions, technical studies, and interdepartmental review with the City of Fremont. The tentative map, architectural layouts, engineering plans, and supporting reports were refined through ongoing coordination with municipal departments and consultants in order to satisfy approval requirements and advance the project through Planning Commission review. The project ultimately received Planning Commission approval and full subdivision entitlements for six single-family homes, substantially reducing the entitlement risk, uncertainty, and time typically associated with raw land development in the Bay Area.
